Hello, I'm sorry for writing in English but unfortunately my Czech is not very good. I am a New Zealand citizen. I plan to spend six months in the Czech Republic next year (for the purpose of study). At present I live in Brazil. I have HIV and am in good health. Currently, I take ABC+3TC+EFV, without complications. I will arrange health insurance for the time I am in the Czech Republic. I have some questions: Is a foreign national with a student visa eligible to receive ARVs through the Czech public health system? Is there any cost involved?
Do you know of any other foreign (non-EU) nationals who are in the same situation as I will be? If yes, could you put me in contact with one? Thank you very much for your help.

Health care (including ART) is fully covered by the health insurance. All Czech citizens and all legally employed people have access to the standard health insurance according to the law. If you are self-employed foreigner it is up to your decision if you have health insurance or not. Some health insurance companies ask those people (never employees) for HIV test before making agreement, some offer only basic health care. You should ask for the same insurance as all Czech people have. It is relatively expensive but still cheaper than the price of ART. Also commercial health insurance usually offer only basic and emergency health care (I do not recommend it). The situation of students may be very different according to the program (daily regular study, post-graduate study, extraordinary study in English, Erasmus programme). You should ask at your school how it will be with the access to the standard health insurance.
Of course there is a lot of people from non EU countries receiving the care and ART, but it depends on their health insurance.
